Jakarta, mpi-update. Commission V of the House of Representatives and the government has agreed to bring the Bill (the Bill) Construction Services to the Plenary Meeting to be passed into law. Bill Construction Services consisting of 14 chapters and 106 chapters are planned to be brought to the Plenary Session of the Parliament on 15 December 2016.
Minister of Public Works and Public Housing (PUPR), Basuki Hadimuljono as quoted from the official website, representing the President of the Republic of Indonesia, Joko Widodo in a meeting with Commission V of the House of Representatives, Wednesday (7/12) said a series of discussions have been conducted jointly by the House of Representatives with a team working from the government since March 2016 to December 2016.
According to him, the bill construction services is very necessary, given the Indonesian construction industry still needs improvement in some aspects such as supply chain, delivery system in the procurement of goods and services as well as quality of construction and the demands of the implementation of good coorporate government.
“Bill of Construction Services is expected to be the answer to the needs of the governance and the dynamics of the development of construction services Indonesia in line with the construction of the world,” he said.
He also said that the government welcomes the Construction Services bill accommodate as many new changes and has followed the current dynamics. The first change is the protection for users and service providers in carrying out construction work. Second, there is a clear division of roles between the central government and local governments in the implementation of construction services.
Third protection for Indonesian workers to work in the field of construction, including the setting of foreign workers who will work in Indonesia. Four, the construction quality assurance through the certification process and guarantee jobs. Lastly, the disclosure of information through an integrated information system as an enhancement and development efforts of construction services.
Furthermore, Minister Basuki explained, the safety net was prepared for incoming investment in construction services, as well as community participation in the implementation and construction supervision. On the occasion, Minister Basuki also appreciates all parties involved in the process of drafting the Bill of Construction Services which becomes the initiative of the Parliament.
“Thus, we believe the draft law is capable of providing meaning and added value for the implementation of construction services reliable, competitive, and sustainable quality, “he said.
Working Committee Chairman bill Construction Services, Muhidin Mohamad said said that the bill is a substitute for Construction Services Law No. 18/1999 on Construction Services. “The plan bill Construction Services will be brought to the Plenary Session on 15 December 2016,” he said.
When attending a meeting led by the Chairman of Commission V of the House of Representatives Fary Djemy Francis, the Minister Basuki accompanied by the Director General of Construction Ministry PUPR Yusid Toyib, Head of Research and Development Ministry PUPR Danis H Sumadilaga, Director General of Water Resources (SDA) Imam Santoso, Director General of Cipta Karya Sri Hartoyo and Head of Public Communication Endra S Atmawidjaja.
